On July 23, 2019, the U.S. House of Representatives passed H. Res. 246, a non-binding resolution that condemns BDS and is intended to chill speech for Palestinian rights. The New York Times quotes USCPR Executive Director Yousef Munayyer in its coverage of the measure, with Munayyer speaking specifically to the introduction of H. Res. 496. H. Res. 496, introduced on July 16 by Reps. Ilhan Omar (D-MN), Rashida Tlaib (D-MI), and John Lewis (D-GA), upholds the right to engage in the time-honored social justice tactic of boycott:

“They [Reps. Omar, Tlaib, and Lewis] are displaying leadership even as the president is attacking and marginalizing people of color,” said Yousef Munayyer, the executive director of the U.S. Campaign for Palestinian Rights.
